New Technology Alliance to Deliver Leap in State and Local Disaster Readiness with Homeland Security Application

EDS Partners with GBUCs to Deploy State of the Art Emergency Asset Management System for the City of Chicago and the State of Illinois

Chicago, May 16, 2002—Today, EDS and GBUCs LLC jointly announced their technology alliance that will deploy GBUCs’ Emergency Asset Management System (EAMS) for the City of Chicago and the State of Illinois.  GBUCs will provide the software and EDS will provide the hosting, infrastructure and auxiliary services. Both projects will kick off this month.

EAMS, www.eams.org, is a robust web-enabled solution for managing the logistics of donations and volunteers during natural disasters and terrorist attacks.  It provides real-time visibility of all resources during rapidly changing disaster response conditions, thereby enabling emergency management agencies and response teams to allocate resources where they have the most impact.  Moreover, it pre-registers and organizes volunteers and donations, which typically pour in during major disasters.

“We are very excited about implementing EAMS,” commented Mike Chamness, director, Illinois Emergency Management Agency.  “We expect it to enable us to dramatically enhance our disaster response at a critical juncture.  For example, in the Midwest floods in 1993, we were overwhelmed by volunteers and donations, and if a major disaster happens tomorrow, we will pay the price, from a public relations and response point of view.”

The EDS-GBUCs alliance will implement EAMS at the city and state levels to serve as a working model for state-of-the-art disaster management throughout U.S.  With the system in place as a pre-emptive and first responder technology, both agencies will be better prepared for the flood of donations and volunteers

Dick Brown, CEO of EDS, remarked, “We are excited about the partnership with GBUCs, and we feel that the EAMS solution provides a great opportunity for state and local governments to be better handle the issues before, during and after the next disaster.”  EDS Government Industry Solutions, in conjunction with the EAMS solution, will deliver the scale and services necessary to rapidly implement GBUCs’ immediately deployable solution.

GBUCs and EDS selected Illinois and Chicago due to their comprehensive experience with national disasters and their commitment to the project.  Illinois experiences an average of 50 official natural disasters every year, including floods, fires, tornadoes and even earthquakes.  Moreover, Chicago contains highly visible terrorist targets and is very relevant from a homeland security point of view.
